Thanks everyone for your response, I spoke to an attorney regarding this matter and they say a Notice to Quit is mandatory before starting Judgement of possession and the eviction process.

It's a form of asset protection against judgement.

Use the internet to look up rentals in the area for similar homes and make a sensible judgement based on that.

@Kelly DeWinter I've never gone to rent court 3 to 6 times in Baltimore City to get an eviction judgement. 

Water streamed in through the light fixtures and vents during the storm and whenever it rained in the days and weeks to follow. 

Surprisingly no one noticed this (inspector or appraiser) until this 1 contractor noticed when we went in day after raining. 

Now I have a positive cash flow 2 unit and I can see clearly now the rain is gone......

I would say it is normal for all property taxes to get paid off from the time of judgement. 

My supply line cracked because a dump truck drove over it after a good rain.

Then take her to court for any subsequent damages just to get that judgement as well in case you are able to collect via wage garnishment etc which in most places is not easy and often not successful.
