The Sewer District requires a notarized letter to move the bill into a tenants name, I have basically been forced into including it in rent (and eating the 5-10% increases every year).  

Included was a letter that detailed everything itemized, with lease paragraphs to reference where they violated terms. 

We have letters that look hand written and personal.  

If you are purchasing the property all cash you can most likely put together a letter of intent or get your family members to get you proof of their funds from their account. 

Oh, and get a POF letter online!  

I am looking into sending yellow letters to get the attention of the owners and wonder if there is something else I should also do.

About 2-3 weeks later we mailed Yellow Letters to that same group of owners and our response rate essentially quadrupled.
