Material costs can vary greatly depending on manafacturer so it's hard to say but you could get a decent no pattern low pile carpet and pad combo for between 10 and 13 per SY. 

It varies, but in many parts of the country property taxes are 1-2% of the purchase price.

This sort of thing varies from state to state, but you likely will not be able to charge an arbitrary lease termination fee if it's not spelled out in the lease. 

There could possibly be some strange local rule or law that could limit a person's ability to discriminate based on the aforementioned categories, but there are most assuredly no federal laws.

Texas has a lot of weird laws most other states do not follow.You're right, laws do vary by state, but if you win a judgement, they are usually on your side.
