The reason I ask is SB13 has text that would protect one unpermitted unit for up to 5 years if there is no health or safety issues with the unit.

The plan was to renovate the first 2 or 3 vacated units first, then, after prioritizing the remaining occupied units, have those tenants temporarily (or permanently if they chose to) move over to one of the completed units.
