However, that being said, in EVERY scenario where the tenant had a pet (dog or cat), we found a lot more damage than normal wear and tear (horrible smells, ruined  or scratched carpet, pee smell in the wood flooring that was impossible to get rid of, etc).

That was a horrible decision since it isn't worth the paper it is written on to try and hold a tenant but you will be bound to it and the tenant.

It is a violation of Sec 8  If you do it, and if the tenant ever wants to, they can report you, and you will be kicked off of Sec 8, and never be able to participate in the program again.In addition, many of the Sec 8 tenants are horrible tenants.
