While direct mail works, I get about 5 mailers each month on all of my properties and they typically go straight to the trash.

I understand that it's also possible to sell directly to a buyer who doesn't mind that the property might have unclear title; you just have to disclose all.Please keep us informed about how it goes for you!

When you apply for the HELOC you do not need to tell them that it is for investment property.

It appears that I have the option to apply for the exam and license at the same time. $60 for the exam, $240 for the actual licensing.

I do direct mail to Mom and Pops and the people who respond are usually over 65 and looking to retire...and interested in carrying seller financing. 

Direct mail to absentee owners may be a great idea, you just need to understand it is not magic, and will take a min of 6 touches to your list to possibly close a deal.
