Many are going through financial restructuring, which is evident with you saying there may be a special assessment.

Was there a way to do this myself online which would have worked better?  

As the buyer you have nothing to do with the seller's 1031 exchange unless it is contingent on their completion of buying a property before closing on this one, which case, I would just move on to something else.

Apparently there are some cities in LA County like Santa Monica and Inglewood which do not allow this.How do you check which cities allow/disallow SB 567 "just cause" eviction through "substantial remodels?"

I don't know your criteria for a good deal, but if you're strictly looking on market for a quad in Raleigh you likely won't find one in the near future that meets what you're looking for.

Do you know where I can find information on the class of a particular neighborhood in the twin cities?
