The very least you'll have to do would be write a pretty detailed life letter explaining why you're trying to move into an apartment. 

As far as beating out other offers, you can always write the offer in a way that helps your stand out with using a VA loan, adjust some of the contingencies, don't wave them, but adjust the time on some of them.  

Get everything in writing.

So, you should be able to pass along your interests by writing it into the Operating Agreement.
