@Isabella G.Instead of trying to be a charity yourself, perhaps go down to the city council and befriend someone there and discuss having them see what kind of things other cities are doing to solve this problem and then implementing it in your city.Unless you're rich, in which case you can spend enough of your own money to solve the problem.Good Luck!

This will prevent most movement.the use of a mesh or fabric tape applied with thinset in all seams ESPECIALLY the inside corners is the next step.

Generally though, I break it down into the "five pillars" of protecting your assets.The first pillar is avoiding unnecessary and risky activities (don't drink and drive, insurance generally won’t cover your poor decisions) and take good care of your investments(maintain your property, etc) - these simple steps will help you prevent lawsuits before they even occur.

Other markets, like Phoenix, have laws that prevent that, and you can safely/conservatively underwrite a 5% increase per year during your hold, since that's the statutory limit.

If someone refers a contractor to me, and the contractor is renovating my property for a month or two, doesn't that prevent the contractor from being able to work on the referrer's property if they want to start a new reno?
