@Luan Oliveira It might not technically be a lien but is probably a UCC-1 fixture filing which is very similar to a lien; essentially the same in fact at least in terms of the steps that will need to be taken to release it during a refi or sale and how it shows up on the title.

All bills are paid by the owner sounds like the owner is paying water/sewer/gas/electric/ so essentially the rent includes the utilities.
