Try going to local REI meet-ups and make contact with local investors.

Recently I've been contacting banks for a HELOC, and they told me I will never get a loan on this property because the 1 BR has it's own mailbox and electric meter. 

I'm not completely familiar with any of those areas but if you do decide that is the area for you, I would make sure a get some solid, reliable contacts with boots on the ground there, and that's not easy to do
