The worse thing you can do is not go through the eviction process, clean the unit, re-rent it, then sometime between now and before her lease agreement is up she shows back up.  

Did you double check your numbers and have the documents to back up those financials?

You won't be able to continuously keep using your VA loan unless you pay off the original mortgage - which includes refinancing it into a conventional product when you have the equity built back up.

If you have multiple streams or rivers, their flood zones may overlap during certain rain events.Also, another issue that many people don't know is that you can apply to have a flood map revised to remove your property with the proper backup.  

Being that the area with C-PVC is exposed should I repair the leak and close it back up or replace the C-PVC with an alternative like PEX of copper?

You might have to "create" some proof/evidence to backup your excuse and keep it off market for a while.
