I would have a plan of action before contacting the agent meaning advising the agent you are interested in the property, how the agent will benefit from you wholesaling the property, and finally how all parties can benefit from the transaction because the seller will have to be ok with this too.

I've got no buyers in the area there who can pay all cash that I know of, should I still write up a cash offer or is that not advised?

There are basic similarities but KC Realtors could be on the war path with rent-to-own dealers, can't do installment deals in Texas, what's usually advised by mentors working out of state is check with your attorney.

I advise getting some good books and reading them.

To the OP, I hate that this is happening to you and I advise you to evict the 3rd renter immediately and then hire a great property manager.
