Generic letter “Hi my name is Pete and I would like to buy your property at address.

These are problems that I do feel need to be addressed, and while I can definitely understand the argument that this is only the beginning and the politicians are likely to push for a full repeal of prop 13, that is not what is currently on the table.

Additionally, I'd pull the permit record for the address (usually available with the city records office, often online) and see how officially they did the deep work.

The only issue that came up was when I sent out the address to my JV partner before getting a JV contract signed, (because he told me i could trust him) -_- Eventually we did sign the JV, but still lesson learned, either way the deal didnt close.
