Only if you fail to cure the failed item will you go on abatement, and even then if you cure it after the second inspection and can get the inspector out to pass it before the next rent payment your abatement will be lifted and you won't actually lose any rent.

Reality is, this could be a legit reason to non-renew your property/account, or just any reason among 1,000 different ones that the carrier could send as reason to get off your account.
