I found out from the realtor that it had been under contract and the inspection revealed in so many words:-there is an underground storage tank (I'm assuming underground here)-"water intrusion" around window and exterior wall. 

Whatever you come up with, make sure it's easy to read while in traffic.I see so many cars where people actually paid for a window wrap which can only be read standing next to the vehicle while it's not moving.

Once those two week go by, the activity starts to dwindle and the window of opportunity, to get offers at or above list price, starts to close.

If it's an older property (more than about 20-25 years), have any of the windows been replaced with more efficient ones? 

Consider many elements, from roofs, to windows, and interior elements can be near the end of their useful life in older fourplexes (in my area many were build in 80's). 

My other thought is to sell it, but sense I'm renovating this property twice (same idea, flooring, cabinets, vanities, paint, garage door, windows, etc.)

Hi BP, I have been looking for vacant homes and have came across several that have a permit sign in the window.

A few key points. 1) this stuff is toxic and can hurt you or worse (be 100% sure you buy respirator and have fresh air blown in) and only do it in unoccupied unit. maybe worst (toxic) stuff I have worked with residentially... bugs were dropping dead by the window...2) no it is not forever permanent--but what it is. 3) prep, prep, and more prep. 4) I would use it on a surround that gets some water splash--not where it gets constant water or submersed (like actual tub, need heavy duty stuff there). 5) follow all instructions and research well....cheap (25-30 bucks + roller)--but a lot of prep labor. it would make the surround look nice enough for the sale and/or get you through a few tenancies on a shoestring until you or someone replaces it.

Anyway he opened the front attic window on the front porch and blew a pile inside of fiberglass(Hope it was just the leftovers).So anyway it probably has the average of 6 inches with some deeper and others less.Was thinking of like another r-30 over the maybe r 15 or so now.
