In PA you need to be careful, the state is pretty good about catching onto deals and consider places sold. not only would the owner have capitol gains but then he and you guys would have to pay transfer taxes as well, total of 2% ( 1% each usually).

IE they work C/D class..I suspect many need to do this to establish their loss's for the pending litigation.. keep in mind these properties are going to revert to the mean  IE wholesale prices so there is going to be a ton of equity lost.. but one call I can probably get them all sold  no problem.

If you have sold few houses in the past and your initial intention with this house was to flip, you gain is ordinary gain, not capital.If you bought a property for rental, tried to rent it, and held for appreciation, it might be considered investment property and you might get capital gain treatment.
