The interest paid on a HELOC may be deductible if you used the funds to "buy, build, or substantially improve" the first home. 

Reason being for it is that insurance companies are getting tighter and tighter, and having a claim on your home can prevent you from getting further policies in the future and subject to much higher rates. 

In fact they've actually improved a little in terms of their location (neighborhoods).
