Yes you can, where the LLC is formed is just the home state for the business. you may have to register with the other states as a Foreign entity doing business there

Currency risk, the chance of being sued, finding a good team (especially a good property manager), not knowing the market in terms of good areas/streets to purchase within, having to rely on others people’s opinions to a certain degree (e.g real estate agents), and the general risk of distance – if something goes seriously wrong, not being able to be there in times of need.

The US being pretty much the only economy that is safe and large enough to absorb massive amounts of capital, so foreign cash, from China, Russia, Brazil, South Africa... floods into the US and invests in both the bond, equities, and RE market; driving prices up and yield down.

You are right that if you created a UT LLC, you would need to register it as a foreign LLC in California and pay the $800 minimum tax to CA.
