It makes sense that if the seller offers the tenant to buy the house and tenant declines then I would assume the only question is how long the tenant has on the remaining lease term--i.e. they can probably stay until the lease ends or may be encouraged to find another property to transfer their voucher to.It is amazing how DC has managed to increase the complexity of the rental housing market with these programs.

I just got a call from a woman playing middleman for an attorney seeking to start a class action against Lange and more importantly Garber.Lange's home already has liens against it and it is doubtful he has any funds to recover at this time.
