@Chris Seveney We have done the perc test for the land as we expected this may be an issue but the county has not had a clear answer for what they want for us today until today.

@Chris Seveney @Mark JonesIt could be the person meant he can't give a TARGET IRR bec the number he wants X return regardless of debt so he can't give a target number that includes X plus debt if he doesn't have loan numbers yet.

Ultimately, the keys aren't THAT important since, as @Russell Brazil correctly pointed out, you really should have the locks rekeyed anyway.
