I'm aware of the risk of not having utilities on (broken pipes etc). 

You'll be ripping out quite a bit of drywall in the interior of your home but if it's been painted in the last five years, patching, taping, and colormatching the old paint to the new upgrade work will be relatively easy and cheap.

Sufficient reasons to withhold rent would be broken stove, ceiling damage, etc… If the court rule the repairs are needed the landlord will be required to make the repairs and the tenant must put all of the rent into a court appointed escrow account.

I have been working at an architecture firm for 2 years and I am experienced in using the Program Revit, which I use all day to redesign buildings and auditoriums ( what my work is redesigning theaters and auditoriums to upgrade them to recliners).

Minor renovations trigger requirements for smaller code upgrades, and major renovations trigger more upgrades for full compliance.

I’m not saying that you can’t find great advice on YouTube, but usually the advice is broken down into bits of pieces so they can sell you something.

Our plan is to increase the value by upgrading the kitchen/bath (condo is 10 yrs old) new windows, crown molding ect.

If the homes you are comparing to yours are superior in quality, you still have an opportunity to make your home worth more by upgrading.

His unit did need about 10K of upgrades/repairs, but after repaired value was 160-170K.
