Well maybe thats a little exagerated but it would certainly be higher than the 700 to 1000 that is average in most of the rental markets in the US>  ( west coast and high priced cities excluded)Rents in Oregon for instance were flat for a good 10 years prior to about 2012

The concern we had is he did not pay a security deposit when he moved in 3 yrs prior.

As this is when assessed values are locked in, a full six months prior to the notices being mailed out. 

I would imagine that you may be "grandfathered" in anyway if you purchased and rented your property prior to any rules changing.

pretty much nailed it.. but to be frank foreclosures in 90% of states are at record lows and will continue that way.. as mortgages written the last 10 years are much stronger than the previous mortgages.. there will always be foreclosures but its not nearly the volume it was 7 to 10 years ago.. or even prior to 08 melt down.

My rule of thumb - If your net wealth is less than $1M, protect your assets with an umbrella policy. 

Also I made no money during my time working with him which is addressed as part of his refund policy.

Can one named insured on rental property that is co-owned remove the other named insured from the policy if both names are on the deed to the property?

I believe this is where you will find the most success.Now, I'm not saying you can't do the digital marketing, but if you're lacking the experience or online authority it could be tough to raise money from new investors with no prior relationships.
