I haven't done any skip tracing really.. but I you look at all of those sites like been verified, spokeo, etc... you can tell there is a ton of information out there tied to every person, people with the same names in same cities... multiple people tied to different addresses..etc...

Submetering seems reasonable, as the price isn't too terrible, but then I'd have to have the property manager bill them regularly, and at the end of the day, if they do not pay it, then I am still overall responsible for paying it.
