While I don't know the area, I do know how to assess realtors quickly to determine their style, skill level and level of affinity with your personal objectivs. 

In one of our duplex's one side is shared by three young men who have good basic skills so they have carried out some repairs  and I welcome that in their case.

Great deals still can be found or created and folks with strong business or management skills can learn to run a successful syndication.

If the answer is "No," I do not think it would be worth your time and money to get the knowledge, experiences, and skill to build unless you are saving at least 30% more than an existing purchase and plann to make this an ongoing venture. 

It can be a grind but you learn a ton and the truth be told is if you develop the skills to find a good deal its just a matter of time for your capital to grow to where you can make other plays.

My ability to be personable, along with my communication and negotiation skills ultimately are my biggest assets and are what I bring to the table in every deal.

There are valuable skills you learn investing actively and it can be a great place to start.

That is a horrible investment to me.Like any investment there will be people skilled at it and they will make above average returns but most will not be and they will make below average returns.

To run a park business efficiently and constantly move the needle requires a completely different set of skills and focus.
