I believe he is saying to call small, local banks in your immediate area (these will probably have less than 7-10 locations) and ask to speak with the COMMERCIAL department, residential lenders will just say they can't do it, even if their bank does do them.

but as stated above this is what Variances are for.you may have a pro growth planning department and planning board.. or it could be like Portlandia and it would not even be worth a try.. changing zoing is uber uber tough and RARELY successful in this state. as zoning is dictated at state level then everything else goes down hill.

After that you need to have a land use attorney establish an HOA and go through the CA Department of Real Estate for it (assuming one is needed).So as far as basic research to get started, look up the map and/or legal of the property you're interested in.
