I called the NYC Department of Taxation and Finance in Albany but they told me I have to sent a writing letter or email specify why I need those records attaching my ID and Social Security.

Seems that would be enough to let a big city Police department have a reason not to fool with it but it might be worth a try.

I believe he is saying to call small, local banks in your immediate area (these will probably have less than 7-10 locations) and ask to speak with the COMMERCIAL department, residential lenders will just say they can't do it, even if their bank does do them.

but as stated above this is what Variances are for.you may have a pro growth planning department and planning board.. or it could be like Portlandia and it would not even be worth a try.. changing zoing is uber uber tough and RARELY successful in this state. as zoning is dictated at state level then everything else goes down hill.
