I spend considerable amount of time setting rents for new leases, renewals, reviewing and approving maintenance requests, paying monthly and annual bills for each one of those properties.

Last week we closed on a property in San Bernardino, CA from a well-known wholeseller operating in multiple states - the escrow was over 20 days long at their request and the property was to be delivered vacant (as per RPA). 

You cannot just arbitrarily change terms, or make demands, or ignore legitimate repair requests.

I always replace faucets, lighting and anything else that would cause a tenant to call in a maintenance request.

Apparently receiving assistance is considered a request for financial help and will disqualify you for a mortgage. 

Also my understanding is that the city typically rejects your first request, but then I need to go for an appeal, is that correct?

We usually request an acknowledgement form signed if we doubt that is was presented
