It needs some major repairs.

Since it was foreclosed, the bank takes no responsibility for the state of the building so if it turns out there is major deferred maintenance, you may not be able to get FHA financing and the bank won't negotiate or do repairs beforehand so you will be out of luck. 

I would love to do this in my area but the New York City market is really tough with prices that I think are way out of my league.

Go in their place and take visual note of any major damage such as holes in walls and so forth. 

I am a regular BP visitor and think the site and the vast majority of its members add enormous value.

I would probably charge $75 for the MIL utilities since the main home is using the majority.

I did not get an inspection or disclosure, But  the broker and seller intentionally not mentioning a major issue with the sewage system is a problem no matter what, The broker was representing me an the seller, which is a red flag as well. 

On-going maintenance is operational, major rehab or replacement is cap ex.

Renting out one room to my cousin and the other to a friend and their rent covers the majority of the property expenses.

There are no major work currently, but what are the regular maintenance and cost of the well/septic, such as inspection, cleaning, testing, etc?
