In other words if the entire neighborhood is earth tones, painting it bright blue would be weird.

The carpeting I put in was a lighter color, shag-type of carpet so I imagine some of it may need to be replaced or at least cleaned very well.Electrical- no issues.plumbing- no issuesthoughts?

But we do color the primer the same as the finish coat & you do need to catch the runs etc.The last time we hired a 'painter' the kid he sent knocked over a gallon of blue paint onto new carpet & then walked in it.

The area is middle class blue collar.  

She called me out the blue (never met her before) and complained that my tenants are loud, rude, dirty, kicked their dog, and everyone in the neighborhood hates them.

Most of my flips are in the first-time-buyer-blue-collar-worker category.  

It's not bad the way it is, but if it were my rental I would consider painting the garage and shutters, something lighter or brighter.
