@John Sheil You can do everything in one of your names assuming you can qualify individually for the mortgage.

Also have language explicitly stating that they are responsible for any service charges associated with the tank running empty.

If they own several they are obviously investors.Once you get a response from the seller of the vacant house, negotiate a deal to buy it for all cash and get it under contract.
