I used to manage a bank branch in a CRA neighborhood for US Bank, and I assure you that our lending standards were identical there as they were in wealthier areas.In short, banks were (and are) required to offer banking services, including loans and deposits, in low to moderate income areas, but no bank has ever been forced to make a loan to someone who they knew could not repay.

(They wont pay if it was willful fraud though typically).Most blue states have something called the Guarantee Fund, which is a fund that consumers can make claims against and get reimbursed from for the actions of licensees or require licensees to be bonded,Most red states dont have that, and a quick search and I cant find a Guarantee Fund for Florida, which I sort of expected.
