This is not likely what the lawmakers had intended but it is what is most likely to occur.To keep rents low requires efficient and lower cost policies.In CA, I am required to provide new tenants a brochure on the dangers of lead and indicate if the unit has any lead.

I know you probably think you're clever by managing on your own and avoiding the 10% charge to a property manager but this tenant is probably going to cost you much more end that's before you account for the time, energy, and stress resulting from her.
