As far as the mismanagement goes - the section 8 property does look somewhat rundown and unkempt but I think the main issue is that the residents are just kinda hanging out on the lawn and steps smoking cigarettes and drinking.

Passive income from rentals does not qualify to sponsor a retirement plan.I would suggest a conversation with a licensed fee only financial planner to discuss and develop a strategy and learn more about how tax-sheltered retirement plans work, and perhaps establishing a low-cost IRA or Solo 401(k) with someplace like Fidelity or E*Trade where you can start accumulating some capital.

Also wrt point #4 above I have seen some negative reviews on the usage of drylok and seeing some of the flaking and efflorescence on the current walls, I am a bit doubtful about using it.
