Both areas are expected to see an increase in listing and selling activity as the year progresses, especially if mortgage rates stabilize​.

Unfortunately, on smaller MF like this, the listing are usually taken by residential brokers who don't know how to use NOI to value a property. 

Or better yet listed on Zillow and put in the comments that you would consider a lease or selling with lease option for the property.  

Personally, I require Schalge Encode locks and have a google sheet checklist of amenities/items that need accomplished before a launch.
