I'd honestly work on increase your income and saving more, try to get to 40K then go the hard money route.

I bought the townhome that I live in and renovated and increased its value and added a whole bathroom.

Highly recommend the paid version (very worth it). 

And they might have had a rolling discount from increase % caps. 

Or should I just see if I can increase my liability insurance coverage on my rental property policies?
