I would figure out the penalties for moving early or payback terms and then make a decision but am leaning to taking both.  10k is a great incentive to stay if you are trying to build your portfolio and a great incentive to buy a nicer property that will hopefully be less maintenance.  

Max penalty is 30 years in a federal pen and $1,000,000.00 fine.

I just did a cash out refi that closed 2 months ago for $136K and my closing costs were maybe $7K, which was high as it was an out-of-area lender (only reason I went with them was no prepayment penalties and I don't anticipate holding this property very long).

Seeking some guidance as to what lender or bank may be most beneficial for me.

Best rate, loan to value, least hassle, no prepayment penalty and the list goes on and on.

I would be very careful with liquidating any of your stocks, bonds, and others due to the penalties you can incur.
