I'm obviously bias but Cleveland has some great opportunity for cash flow and even some appreciation in some neighborhoods. 

You can acquire one with as little as 5% down now with a Fannie Mae conventional loan ( and maybe even add in dollars to update).

Or even better, pre pay with your visa card for 20 minutes worth.

The reality is takes a lot of dials to reach folks, even where you have an abundance of phone numbers. 

I have taken properties from companies that didn't even know they had been served in a law suit.

I can tell you there was never a bid accepted below 50%, even in the GR.

I know there are some restrictions on short term rentals (1 month min.) in the area but I believe even doing 1 month rentals at a minimum, the financials of the deal still work.

Nobody has a good enough crystal ball to accurately predict SOFR even out 12 months, let alone a decade.Since 5-50 units is not institution grade, I don't think you need to replicate the neurosis.
