Meaning, somethings have to be done in writing and delivered by first class mail etc. 

Pick a solid B-Class suburban area.

They've got some nice middle-class neighborhoods with ranch-styel '60s homes in the $400s.

Would be difficult for lower class housing I am sure.  

So, it's not about catering to the whimsy of folks who just want to live in world class cities, it's about keeping the critical elements of a vibrant city all getting what they need so they continue to stick around and contribute. 

@Ramon E Alvarez tracking this for a slightly different angle I think this is troubling for similar reasons that the current environment in this country is troubling—data is being shared and pooled and sold just like this rich now in the name of selling you things.

This personal anecdote shows the power of social norms and the environment.

But if many others are having the same issue it might be worth a call to an attorney about a class action lawsuit if many homeowners are having similar issues.
