I wouldn't expect your landlord to rush out to fix a window shade.

Are you Sure you really need the agent to let you in...are you sure the doors and windows are "securely" locked?

The boards on the windows do very little to deter the criminals in this city who would use these homes for nefarious purposes.  

Things can happen, but everyone has cell phones, so if there's no word within that window, I leave.

You may be able to go right over the existing wall, but that will require some adjustments around baseboard/window trim, crown mouldings, and electrical outlets and switches.
