First option, it says nothing as to cash-4-keys, lease buy-outs or incentives tenants to voluntarily leave, in summary as long as your trying to "buy" out a lease for "voluntary" leaving a property, it's nothing but air & opportunity.

If you do find any signs of mold inside you will have to continue opening and then apply some type of mold killler to studs and exterior sheating and air it out before closing again. 

In fact, I just signed up for a webinar airing this coming Friday through the California Apartment Association to get more educated about it.

As an example are room window air conditioners acceptable or is central air required.

I would be shocked if a unit could run efficiently, or even at all, after three years of return air passing over the coils without a filter.
