The good news is, just by making any offer, you're likely to get a notice that says "We have multiple offers, all bidders must submit their highest and best by close of business on _____"). 

While I know that some deals will require POF submitted with the offer (usually REOs), I've found that most sellers that I deal with with have no doubt that I'm serious/professional and the topic of POF rarely comes up.

Obviously, I don't wan't to submit an offer on properties that would have an additional lien tied to them, beyond whatever the county will accept for them to have the tax lien wiped out.

Overall, permits can be simple to obtain, with timelines ranging from a few months to a full year for complex permits.With regards to FEMA, if you are developing an area and are building it out of the FEMA floodplain, then you will probably need to submit a Letter of Map Revision (LOMR) - your engineer or surveyor will have to do that for you.
