@Thomas Nguyen In my own opinion if you do not know how to conduct a negotiation for a property, its time to step back and increase your knowledge so you don't end up with a pig that is going to bankrupt you.A quick search will give you loads of information on negotiation with sellers. 

A company can engage in business in a domestic state without having to undergo qualification.A foreign LLC or corporation may have to qualify to conduct business in another state if its business transactions meet certain requirements.

Once the unit has passed inspection then a survey is conducted to ensure you are requesting reasonable rent.

I sat down with the owner of the property, and he gave me a survey that he had conducted on the property.

It is only illegal if you are wholesaling the property with representations and actually conducting a real estate transaction.
