I think most here on BP would agree this property would have to be in an outstanding, blue chip, A+ neighborhood to accept those numbers.

I think the 3 biggest employers there are csx, winn dixie and florida blue. 

You might consider using the Blue Ocean strategy:  basically, go where your competition is not.  

As for zip codes where cash flow provides best opportunity is working class (blue collar) areas.  

Terrible residents can live in blue collar and high end places too so it is just the probability is a little higher the lower you go on the income scale.I am like several others that I want to provide a nice, clean, safe and desirable place for my residents.
