No guarantee they can find an option with gives you Special form (to cover Water Damage claims) instead of Basic form, but they have a lot of options.

He’s having an issue finding one but I have another insurance broker who specializes in commercial properties getting me a quote. 

Like in Oregon you May NOT fractionlize a debt obligation without doing a specialized disclosure doc through the office of corporate securities and that doc cost about 10 to 15k to create.
