What's the best way to split up snow removal and land care on a duplex?

I guess my question boils down to can I purchase the building, slowly remove the tenants to renovate and then re-tenant the building at higher rents?

I have already implemented a filter system to remove the iron, just am now trying to get the stain removed from the shower base. 

Also, if there are cats still around then you will need to partner up with the local SPCA to have them removed humanely.
