Well, that property certainly will not appreciate and infact it will be of less value than one maintained, so when you sell it....and ALL real estate is sold or transferred at some point and is ultimately carried at a book/appraised value to determine wealth (even if you drop dead and your kids end up with it) you lose the potential value.

I'd hate to pay for an appraisal and end up wasting money to find out I have to high LTV.PMI is about double what it was when I purchased, but that doesn't matter much if the effective APR drops by more than 2 points.

The assessor adjusted the valuation to 20k(1/3 of FMV) so the property tax bill dropped dramatically as the valuation they had considered a FMV of 180k.

If I take a long time to get them my offer they might call my competitor because they are so motivated to sell right away.If my ballpark estimate is acceptable to the seller then I drop everything I am doing and meet with them to view the house and sign the contract.As far as farming an area, that's for retail real estate agents.
