Some of these cannot pass an inspection in their current state, so they sell "off" market to cash buyers hence they're discounted..it's a quicker cheaper transaction...but more issues, more risk, more $$ to fix up & take longer to get ready for occupant or sell to an end buyer.

@Benjamin Greiner just commented on another post about a tenant threatening to sue over mold issues - that tenant neglect caused.We told the landlord their lease should have had provisions in it to hold the tenant accountable for the damages.Standard leases only cover the basics, so you should Google all the leases you can for ideas to take to an attorney to include.

No foundation issues, etc. but the inspection report did indicate the need to fully replace the HVAC system and all ductwork (we agree due to us flipping this property and needing to pass resale/buyers inspection).
