I have discussed this with my contractor and he says that to go over it with vinyl is the best thing (the sellers have just painted it but it is crumbling in several areas) and that he has to wear a full respirator setup like he would for lead based paint abatement or other hazardous materials but just screwing into it doesn’t disturb it so much that it is too much of a problem.

It will lead to less cash out of pocket even if their LTV's might appear lower than lenders who do not capitalize the interest reserve or finance settlement costs or origination fees.

Also, its very difficult to make ground up development pencil in an area like Port Richmond, even if you were to self perform due to construction costs and current cost of financing.

@Samuel Metcalf- Most HELOC lenders only lend on primary homes ...the few lenders that do HELOCS on rentals will likely have a low CLTV ( and a high margin over prime which will lead to a rate in double digits ) .. check with the banks / credit union located close to the property and also maybe there will be some feedback on this thread pointing towards lendign sources that might work

You can also reach out to Wealth Management advisors who have clients who are cash fluid that are looking for good "All cash" deals.I would also reach out to probate attorneys who handle a lot of clients who are getting ready to get a lump sum cash and need a direction to multiply their liquid reserves.When a buyer pays "All Cash" they can get 80% of their money back same month No waiting - No 6 month seasoning.
