I was pre approved with FHA in july, here in north carolina looking for a duplex to house-hack, but it kind of sad  because i know the cash buyers are getting everything ,  and i wish i had to cash to flat out pay, but i am using a loan , its rough out there , but i hope i find something move in ready with fha  in 2022

I wish I had better advice, but if you cannot bring any additional money to closing (due to a low appraisal) then you need to offer what you can afford or negotiate with that in mind.
