Keep in mind that you may have to do some significant rerouting of your plumbing depending on how the builders ran the original pipe, in a top bottom they might have too much common pipe to get the metering done.There are companies out there if you look into it that you can contract with they will install the meters, get the reads over cell signal, and then bill the usage back to the tenants.

The bottom line is that it just isn't cost effective or practical enough after all said and done which is why you can go by any multi family construction site and you won't see them using shipping containers.

If it's a value-add play, is there enough meat on the bone and are rent premiums at the top or middle of the market (unlikely that they'll be at the bottom)?

@Martin MoloneyI'm not sure on the staining but my wife does epoxy work on slab and I'm a believer in the material.We have a 950 square foot addition we're working on now and that will be the floor surface for the bottom level.
